Can a Call Manager cluster only contain htree servers for redundnacy? Publisher/TFTP + Primary Call Manager + Secondary Call Manager

A CallManager cluster can support up to 16 servers. The primary call manager and the TFTP server does not need to be the CallManager publisher. In large deployments it is recommended that the publisher not be the primary or the TFTP server. In large deployments you would have groups of phones that all use different servers as the primary/TFTP and secondary CallManagers.
