- Adding new DWDM filters to support additional DWDM channels on an existing shelf when the original filters are filled on all channels
- Adding new 15454 shelves to an existing location, running DWDM cards on all shelves.
- Adding a third location to a two-location ring (e.g., adding a third city into a real ring when the original design previously had two cities connected point to point)
