Is new house wiring done with a surge protector at the entry panel? If not, why not?

Very very very few buyers ask for such things. So to put them into a house without being asked just reduces your profit as a builder.
Add to this list the extra quiet AC units, multi-zone hvac, 65 gallon high efficient water heaters, insulation between bedrooms, etc...
