That's up to Charter. You'll have to check with them if they allow access to their news servers from an outside connection.

Generally speaking, the answer will lie in the answer to this question. Do you have to login to Charter's Usenet server with a username and password? If you do, you may very well be able to use them with a BellSouth connection. If you don't, which I'm betting is the case in your situation, you can't because Charter authenticates you based on the IP address assigned to your Internet session. If it's outside Charter's range of assigned IPs, you won't get access.
