If you queue your emails, instead of sending them one-off as you write, you'll rarely hit these limits.
If you're doing a mailing list, then you simply shouldn't be using Comcast's servers. Right tool for the job: use a real mailing list service provider. Google lists hundreds, most free, and most are "known" to the ISPs so they aren't blocked as spam.
If you have a NAT-based LAN (with one public IP), then it's possible that you and yours in combination are sending emails often enough to make you hit the limits in such a way as to make it seem premature...
