q about a forced dns server

just out of curiosity, what happens if you have your system set to use one of the free dns servers, but associate with a hotspot with a splash page that asks for a cc before internet access

So far, in my experience and travels, nothing unusual happens. I always specify my DNS servers and have never failed to be 'captivated' by the splash page, if there is one.

If the captive portal relies upon DNS to hand out their server's IP, and fails to intercept outbound DNS requests, chances are you'll get nothing at all.

Most just intercept HTTP traffic, so in the majority of cases you'll be fine.
