What's the definition of inversion level in OASIX?

in some places, there is a parameter nsp, and is defined as N2/(N2-N1)

Which, just for anyone who may not have encountered this before, is a dimensionless ratio of the spontaneous emission rate or noise injection per unit length into the amplifying bandwidth (proportional to N2) to the laser gain per unit length in the fiber (proportional to N2-N1).

What you want for lowest-noise amplification is a laser medium with N1 =

0, or at least N1 1 is good; nsp >> 1 is not so good.
