Because there's a typo in your URL. Try instead:

Also, the caps lock key on your keyboard appears to be stuck. You might want to clean the cat hairs out from under the key.
Because that's how they get funding. If it were easy, the congress would never fund such things as multi-million dollar reports to improve public access and usability research. It also acts as a filter to prevent the general public from seeing all the goodies.
