According to an article at DSL Reports, The Federal Communications Commission has demanded that Comcast explain why it is giving preferential treatment to it's own "Digital Voice" service while degrading the bandwidth offered to competitors during network congestion.

Personal observation: Comcast's Digital Voice offering needs all the head start it can get. I used it for a year, and it's worse than a Dixie cup and string.
