I would be more than a little surprised if it did. A hotspot usually covers just a small area, hence the term "hotspot". If the access point that you originally mentioned is on a tower and at 5km you may be able to get a usuable signal on that.
I looked over your original post again and I think there's a language barrier. Are you trying to set up a network with your friends using the ISP's access point?
