The web site is back and working again. Apparently the router was configured to only allow access from Linksys and Cisco internal networks. Anyone else would get the permissions error.
It only took 4 back and forth email exchanges with Linksys support. I suspect my exchange of messages had little to do with the site's reappearance. I could not convince the support person to try the web site from outside the Linksys/Cisco network and suspect that he did not understand the problem. However, he apparently did contact the webmaster or router god, who probably noticed the problem and fixed it.
