- Get a public telephone number for the VoIP device.
- Pay Skype for some SkypeOut credit.
- Dial the public number.
In other words, not really. Skype is a closed system. You can use it to call other Skype users, or you can pay them to call public phone numbers. That's it.

Get the new Pulver.Communicator from freeworlddialup.com. You can configure both FWD and Skype accounts on it.
