Who's the Owner of the Dim-and-Burst Signaling?

I'm a graduate student in Korea.

Now I'm wondering who's the owner of the dim-and-burst signaling method in IS-95? Qualcomm or Motorola or else? Or could you give me a good hint for finding the answer?
