This is false. The only cell phones that natively support GPS are CDMA handsets which would be offered by carriers such as Sprint, Verizon, Alltel and others.

GSM handsets (such as used by T-Mobile, AT&T and others) do not use GPS but instead use "triangulation"

And it doesn't make any difference which method of location is used if the PSAP doesn't have E911 capabilities anyway.
