I believe this to be incorrect.
On Ebay there is a brisk trade in BIOS password chips, as well as kits for soldering them onto the motherboard.
More trouble than shorting a jumper, to be sure, but it requires more equipment, and that equipment is unlikely to have any other reasonable purpose; being discovered with such tools would be a dead giveaway.
