I wonder if there's a forgotten bridge tap off your pair somewhere. Someone just plugged a phone in and it worked (on your line). It'd be interesting to hang a line activated voice recorder (that starts when line voltage drops) across the line to see if you can catch any of these calls to Mexico being placed "on your line"
