This is governed by national and, in some cases, sub-national laws. My response above pertains only to the U.S. Given the generally deregulated nature of wireless services in most countries, the same analysis may apply. But there is no guarantee of that. Only a specialist qualified to analyze your country's laws and regulations can answer your question on a country-specific basis.
