The Philadelphia Inqr had a long detailed article providing new details about the laptops with webcams _allegedly_ used to spy on innocent students. The cameras were deployed to locate lost or stolen laptops. A family has filed a lawsuit over the issue.

Note that other families in the school district are opposed to the lawsuit. They don't want the webcams to be used, but feel a lawsuit would be a waste of their tax dollars and not the correct way to handle the situation.
