Local Numbers of Form XX0- (was Re: San Francisco/Oakland Exchange)

I remember of a visit to the Los Angeles area in the late 1940s encountering a TExas 0- prefix. (Don't recall what area it served, if I ever knew, but there was nothing to indicate it was exceptional.)
