1990's Florida/Bell South Saga [telecom]

In the 1990's there was a big kerfluffle in Florida when it came to light that Bell South had a scheme to close most service tickets at just under 24 hours, fixed or not, just to make their numbers look better on their PSC reporting.

I believe the newspapers called it "ticket-kicking"..

I'm seeking someone with a memory of details of same. Specifically was there a docketed outcome, and if so the docket number? I called the FL PSC, but FL phone service was totally deregulated last year, and they basically do not have a Telecom division any longer. I thought FL had "Peoples Counsel" or similar; the people who represented resident customers before the Commission, but do not find that either.
