Voice project help

While looking for a single room low cost voice solution for an x10 controlled light, I found this ntelaVoice ? Voice Operated Wall Switch Dimmer.

It is not a x10 device, but I had the idea of using some BasicStamp II knowledge and a TW523 to read the voltage across the load of this device at it's different states, then send a x10 signal based on the results evaluated by the basic stamp (i do not know PIC well enough to attempt this). I think I can manage the serial communication and basic stamp part with out to much. What I do not know is what components to use to read the voltage and turn it into a DC value that I can read from the BS. I am sure there is some basic thing at Jamco, I just don't know what to look for.
