I've programmed several ToggleLink switches (model 23895W) with an X10 address. When they lose power, they revert to the factory default (A1). Any idea what I'm doing wrong, or how to make the switch retain its programmed address.

How long is the power off?
That's definitely not supposed to happen; it doesn't for me. If the unit is still under warranty (2 years, if I recall correctly), I'd suggest you contact them for a replacement.
Send it back to where you got it. You may have gotten an old batch.
