Understanding Concepts

I'm new to iptables and firewalls in general. I've been doing a lot of research, and am trying to understand precisely the difference between iptables and Ipsysctl in the Linux kernel.

Can I do the same thing with iptables as I can with Ipsysctl?

It seems to me that I am able to filter packets with ipsysctl, and some have referred to this as a firewall. So, what is the precise difference, if any, or am I not seeing some relationship correctly, between ipsysctl and something like iptables?

Thanks for any responses in advance. I'm trying to understand if there is some essential differences, or to figure out any relationships, etc. I hope my questions make sense.
