Firewall Blocking Use. Help!

About six months ago I had high speed Internet installed. After they left, I could no longer use Internet Explorer to access Internet. A diagnostic said a firewall is blocking "Http port (80); Http port (443) and FTP (port 21). I have turned off the Windows firewall and still cannot access Internet. How can I remedy this? Also, is there a utility that will do diagnostic and help remedy things like this, such as PC Mechanic?

What IP does the computer have when you enter IPconfig /all at the Command Prompt? Is there a router involved?

Well, what else did you expect from IE usage?
