Sporadic line drops every 20 seconds or so using Cisco 585 LRE

Hi, everyone...

My son is working an internship in Florida and lives in an apartment with five other roommates. There is a Cisco 585 LRE device there that they use to connect to the 'net. My son's laptop works fine, but his roommate's computer does not. It holds a connection for about 20 seconds, drops for a couple, reconnects for about 20, and repeats this cycle over and over. It's very obvious when you use a ping command and see three to five response timeouts every 20 seconds.

They've switched cables, ports, and all the obvious things. When I was down there visiting, I did an ipconfig /release and /renew to see if that would help, but it had no effect on the problem.

Is there anything they can do to resolve this themselves, or are they at the mercy of their ISP tech support. I think they said they had called once, and the ISP wants the kid to replace his network card. While that might be necessary, he doesn't want to spend the money (nor does he have much as a college intern) if it's not necessary...
