Is there a way to restrict access to ports on a catalyst switch based on the MAC address of the computer? Basically, I only want computers with accepted MAC addresses to be able to access my network. Thanks.

Depends on the software and hardware, but generally Yes.
Look in your documentation for "port security". For example,
