my understanding is that static route that I put in by hand wins and if that fails it goes to the E2 learned OSPF correct?

The static route.
Yes. Static routes have admin distance of 1 and will win over OSPF routes.

There is also a form of static route known as a floating static router on which you configure the admin distance that the static route should have.
By default static routes have an admin distance of 1 so they are preferred over all other routes other than connected wihich have an admin distance of 0 and ALWAYS win.
Floating static routes are useful in a number of scenarios including backup
