MLPPP partially failing -> ISDN backup

I have a situation where 4 serial connections are MLPPP'd. A PRI connection is available as ISDN backup, so when the MLPPP connection is down, the ISDN backup starts dialing.

However, when 3 out of 4 connections are out, bandwidth available on the PRI is higher than on the (ML)PPP connection. So I would like to be able to swap when the bandwidth on the MLPPP connection is lower than the available bandwidth on ISDN.

Is this possible? Searching Cisco and several archives only speak of

1) total failure of the MLPPP connection 2) failure of either 1 out of x connections.

Creative ways are welcome ;)
