I have a public IP on the outside interface of the pix and local internal IP addresses on the inside. There is nat enabled. I also have a server on the inside that I need to allow to be opened up to a different public ip address. I put in a statis mapping and access list entry to allow everything to go inside to the IP of the server. It is not working though. I cannot ftp, telnet or anything to the server using the public IP that I mapped.

That's a bit vague as you don't show us the relevant portions of your configuration to cross-check.
Does your WAN router route the second public IP to the outside interface IP of the PIX ?
