Cisco 3000 and bandwidth management question

Quick question on bandwidth policies for a Cisco 3000 concentrator.

If you want to turn on the default policy which enables a minimum of

56K per connection, is it best to apply that to the public or private interface? It appears either is possible, but which is better?

I have two 3020 concentrators in my organization and am trying to figure out a problem with the primary one. I gets about 150 connections while the secondary one averages 20. The primary 3020 can handle 750 connections per Cisco specs, but I keep hearing complaints of people getting kicked off for no reason. It's not an idle or hard timeout issue. Those on the secondary concentrator see this problem hardly at all.
