Cisco 2811 router max. troughput

Is somebody tested 2811 router throughput with IPS, firewall and NAT/PAT enabled? It seems that it melts down (interrupt CPU usage nearly 100%) when we're running 14 - 15 Mbps. Any similar experiences?
