We are doing it now with a PIX and a couple routers but it's not automatic.
Does Cisco now make a point-to-point VPN device which can accept T1 and failover to DSL, or a second T1, or ??

you may be able to do with your current gear.
What are the current routers that you have at each site and what version of IOS are they using;; best to post show version for all of them
