If you have a network of cisco routers (800 series), with minimal information & working in a RIP environment. Theres no ACL's definied on the router to allow traffic or whatever. Would that router by default block all traffic or is that something that RIP will manage.

If the routers send out the local network they belong to then the routers will share and allow traffic to pass.

By default with no acls routers forward all traffic.
