I am looking to connect 4 sites currently using 1725 routers using 2mb ADSL Would VPN tunnels between sites work ? Any suggestions.

Generally speaking, Yes.
If the sites need to talk directly to each other, then you have a "mesh", the complexity of which goes up with the square of the number of sites.
If you are thinking it likely that you will grow the number of sites, you might want to investigate Cisco's new hub-and-spoke VPN configuration technology, Dynamic Multipoint VPN (DMVPN). BradReese posted some pointers about a month ago:
