peer network over t1 line

Hello all, Can 2 peer networks be connected togather over a t1 line? Does the Cisco

1841 or 2800 router connect directly to the network hub? Do I have to change the peer network to a server network using for example windows 2003 server? Can someone guide me in the right direction?
