I just changed my keyboard setting in the Control Panel keyboard panel. From "United States 101" to "United States International". Now, if I tap the double-quote key + vowel key, I get the umlaut over the vowel. Some other interesting characters, too. The carat will give me, 'ô', and the single quote will give me, 'ç'.
