can any body plz explain the difference b/w

IEEE 802.1Q (1998) and IEEE 802.1Q (2003)

Have you read the two documents to see what the differences are?

Standards are "living documents"; they undergo constant revision and amendment, particularly when they address a bustling, growing market such as LAN internetworking. Much of the material in these two publications is unchanged, but there are numerous revisions, amendments, and corrections that routinely get "swept" into the base standard every few years.

If you have a need to design or build products to these standards, you should read and understand them before starting out.
