I am creating a closed WiFi network using a Linux box as an Access Point, Apache, DHCP and DNS server.
How do I force all users that want to use my network to open their browser and be re-directed to my home page to "Agree to terms and conditions?"

There are several open source hotspot solutions that provide a captive portal like that. E.g. CoovaChilli (formerly ChilliSpot)
Most such pages are based on:
using NoCatAuth and NoCatSplash.
