Moorhead, MN proposes a municipal wifi service costing subscribers $20/month

They talk of $2.3m to deploy the system in a city of 30,000 population over 13 square miles.
I read elsewhere that "cost of providing Wi-Fi for one square mile of open space is $150,000 to $200,000" and the above fits in the middle of this.
So $20k for Alexandria ???
