Need to add automated calling (outbound) to a Cisco Call Manager 4.1 system

A non-profit I work for has a Cisco Call Manager 4.1 system. They need to automate a process to quickly notify responders, by automatically dialing out and play a recorded message to around 200 people in 30 minutes' time.

Does CCM 4.1 have this capability, standard, or through software options? What configuration is required?
