We currently have a PRI with a clec that offers included local lata calling and 2.9 in Calif and 1.9 interstate. We'd like to find a clec that includes LD as well as lata calls.
Does anyone know of a reputable clec with a POP in the Los Angeles area that offers such flat rate calling?

I haven't seen any telco that offers the same rate for your inter-lata out of state, inter-lata or intra-lata in state, and intra-lata. They all do this split billing rate that I've found, probably because the FCC encourages it in their setup.
You'd probably have to go VOIP to get to some telco that will be flat rate anywhere, because then they can shuffle around which telco actually terminates the call to to be whatever reaches the best for those particular calls for the cheapest rate, without having to follow the FCC model.
Or eventually, in about 5 years, we probably won't have to pay LD rates at all in North America, but we'll see.
