[telecom] Verizon doing some "refunds", but.. no one is talking

N.B.: "refunds" is in quotes 'cuz ain't no one talking about what, exactly, happened.

Seems this was a tax they collected which they shouldn't have been doing. But whether they sent it to NYS or not? And did NYS send it back? Who knows?

- anyone get one of these? Was there a letter that made any sense?
