I have screenos 5.1.0r3 and every time my network changes I have to reset my vip settings . My question is this normal and supposed to happen. Just a pain to have to reset the settings eveytime I get disconnected or power failure.

Enabling Management (ie HTTP/HTTPS) on the same untrust IP as the VIP will cause this.
