Please read RFC 791 and 792, especially the part about ICMP Type 3, so that you can understand, why these messages are a good idea, even if you have a host and no own network.

Around Windows 2000, it ignored TCP RSTs, sending three SYNs anyways. At least a couple of machines I observed...
