This is consistent. What worries me is I even loose packets to the 1841 (172.16.0.254) on a traceroute

but not if I traceroute to microsoft? Also flood pings are fine to the 1841.

Cisco routers limit the rate at which they'll send ICMP Port Unreachable messages, and the limit is slower than the rate that traceroute sends its probes.

If you use the traceroute option that sends ICMP instead of UDP, you won't see the * in this case.
