Question for ISP admins

Hello,

I'm running a small ISP network and I'm using CB traffic-shaping for bandwidth limiting. Everything works fine so far, but should I apply fair-queueing as additional feature for my customers to ensure that smaller packets (icmp, dns, TCP ack, etc.) go prior to large packets? Do you do this for your customers even if they don't asked for it? It's seems to me that this could be a wasting of CPU resources on my routers without customers paying for it:)
