Need help with CAR on 837

Hello I have the following product:

C837 - 8F/48D

I have an IOS with support CAR

I have the following network situation:

169 router

I have this configuration to do:

I need to limit the traffic to the .173 IP address

i need to limit the bandwidth usage to the following: There are no services accessible from the internet to that IP, except a port TCP 3389 RDP connection, wich doesnt need to be rate-limited.

Users and PCs behind that firewall, need to limit their usage to:

www/pop3/smtp traffic 128kbit/sec all the other traffic: 64kbit/sec

incoming traffic from internet to Port 3389 incoming: no limit
