Why my stupid IOS doesn't recognize mkdir? How can I create a directory in the flash: device?

The Cisco Command Lookup Tool reports 2 commands with two references
CF-358 it says the command is available from 11.3AA FR-206 it says the command is available from 11.3AA
So what's the problem?
