I have a 2600 I am working with and it will not keep the changes I make
to the config, I save changes after entering all cfg and even tried wr and reads ok for both. When I reboot it sets back to start.

Probably your confreg value is wrong:

Check your "ignore system config info?" settings.
register in the output of "show version". It should show up towards the end of the output.
The default config register setting is 0x2102 and that should be safe to apply and test in case the bit in the config register to ignore startup config is currently set. Note that you will need to reboot the system in order to have the changed config register take effect.
