Make sure to use VAM card with Ipsec for improved performance.

note they dont even post numbers for 7200 without encryption hardware.
seems a bit crazy to spend more than $20k on the router, and then not use the accelerator which gives you reasonable thruput.
Anyway - then you have the wrong box. try a 28xx, 3825 or 3845 with the built in IPsec hardware.
